About the project
In 2021, the city of Dortmund began implementing the new concept of daycare center social work, which is intended to enable social participation and co-determination of families and children of daycare center age through an early connection to preventive services. Kita social work was incorporated into the prevention chain of the city of Dortmund.
Evaluation project
Due to difficulties in the implementation in the sub-areas of social space, voluntariness and prevention, the city of Dortmund commissioned Prof. Dr. Hartung-Beck to evaluate the previous concept of daycare social work. The aim of the study was to scientifically position the new concept and the resulting recommendations for action for the further expansion of daycare social work.
A concept for explorative and formative program evaluation was developed through cooperation between the City of Dortmund's Youth Welfare Office and Fachhochschule Dortmund. The different perspectives of the stakeholders were collected through a group discussion, several guided interviews, participant observation and the analysis of various documents.
The evaluation report was published in March 2023, resulting in four key recommendations for action at an operational level. In addition, a symposium on daycare social work was held in Dortmund on 25.09.2024 and the 2nd Federal Conference on Daycare Social Work in Erfurt on 25.09.2025, at which Prof. Dr. Hartung-Beck presented the key findings of the study.

Team
The project's scientific team is supervised by Prof. Dr. Viola Hartung-Beck. She was supported in the conception and implementation of the evaluation by research assistant Clarisse Jede, who is studying the Master's degree program Youth in Theory and Practice of Social Work. Since June 2025, she has been supported by research assistants Salome Luitjens and Leonie Welzel, who are also studying the Master's degree program Youth in Theory and Practice of Social Work at Fachhochschule Dortmund.
