Entry and residence of non-EU citizens
Non-EU citizens who hold one of the following nationalities: Switzerland, Andorra, Australia, Brazil, El Salvador, Honduras, Israel, Japan, Canada, South Korea, Monaco, New Zealand, San Marino or the USA, can enter without a visa, but must register with Bürgerdienste International in Dortmund after entering the country and apply for a residence permit as well as provide proof of funding of 934 euros per month.
"Easier mobility conditions within the EU apply to third-country nationals who are in the EU for the purpose of studying. For example, if you have already been granted a residence permit in another EU member state in accordance with the REST Directive (Directive 2016/801/EU), you can stay and study in Germany without a German residence permit. The member states Great Britain, Ireland and Denmark do not implement the directive.
The prerequisite for mobility is that the stay for the purpose of studying lasts a maximum of 360 days. In addition, the receiving higher education institution in Germany must send a notification to the National Contact Point at the Federal Office for Migration and Refugees. The notification should be sent as soon as the intention to study in Germany has been established. It must be received in full by the National Contact Point at least 30 days before the planned date of entry.
Information on the notification:
If a student is to come to Germany as part of the mobility program, the host higher education institution must send a corresponding notification to the Federal Office for Migration and Refugees. The notification form must be completed in full digitally. Copies of the following documents must also be submitted digitally with the form:
- Residence permit from the first EU member state (valid for the entire period of mobility),
- recognized, valid passport/passport replacement,
- Proof of participation in a Union or multilateral program with mobility measures or the validity of an agreement between two or more universities,
- Admission from the host university,
- Proof of livelihood (incl. proof of health insurance)*
In principle, all documents except for the passport and residence permit must be submitted in German.
After the completeness check, the Federal Office will send the notification to the responsible immigration authority. This authority can reject the intended stay within 30 days. If this is not done, entry can take place. The Federal Office issues a certificate of mobility. This certificate is declaratory and is not required for entry."(Source: http://www.bamf.de)
*(Proof of financial means amounting to 934 euros per month must usually be provided by means of a blocked account or a declaration of commitment. Letters of acceptance from your Erasmus scholarship also serve as financial proof and must also be submitted. The 934 euros per month to be proven will then be reduced by the Erasmus grant).
Learning Agreement
The Learning Agreement (LA) is your personal study plan on which you enter the courses you have selected and any changes.
Information on the procedure:
- The Learning Agreement is part of your application documents.
- It is available for you to download from the Mobility Online Portal.
- For each semester, you must enter courses with a maximum total number of 30 ECTS on the LA.
- The LA must then be signed first by your home university and yourself and then by Fachhochschule Dortmund (international coordinator).
- You must upload the LA with the signatures to the portal by the application deadline.
- The documents will then be checked by the International Office.
- No later than 3 weeks after your arrival at Fachhochschule Dortmund, they will check the feasibility of the courses and make any necessary changes.
- After you have changed your LA, you will again need the signatures of your home university and the international representative of your faculty at Fachhochschule Dortmund.
- You must upload the amended LA with all signatures to the portal yourself.
You will receive all the necessary information for your course selection from the international representatives of your faculty (see below).
Please make sure that all the examinations you have selected are offered during your period of stay. At Fachhochschule Dortmund, examinations are offered in two examination sections. As a rule, the 2nd examination period always extends into the following semester. This examination period is often outside your period of stay, requires you to re-register at Fachhochschule Dortmund and pay the semester fee and overlaps with the start of your studies at your home university.
Please note: A Learning Agreement does not replace the registration for the examination via the online services for students of Fachhochschule Dortmund (ODS) or via the study portal. You will receive the access data when you enrol. Each faculty has its own deadlines for registering and deregistering for examinations. If you do not register for the exam, you will not be able to take the exam. You can obtain information about ODS or the study portal from your International Relations Officer or your Office for Student Affairs.
