Among other things, the IEC 61850 system standard standardizes the configuration language for substation control systems. The SCT (Substation Configuration Tool) tool presented in this article enables manufacturer-independent system project planning on this basis, starting with the graphical input of the primary technology through the modeling of system components ("intelligent electronic devices", IEDs), the generation and type management of abstract function nodes and data objects to the linking of the system model and system components. This is the first time that a target system-independent project planning approach has been developed that enables standard-compliant project preparation with the generation of testable configuration data for substation control systems that can be processed directly in the engineering process, particularly for users and service providers.
