By leveraging vehicle-to-cloud communication, connected and automated vehicles gain enhanced situational awareness and decision-making through real-time data exchange. However, testing cloud-based mobility services remains challenging due to complex traffic environments, network variability, and a lack of standardized approaches for their evaluation. This paper gives an overview on relevant standards and presents a co-simulation approach that integrates scenario modeling and configuration generators to streamline virtual testing for the cloud dimension of vehicles. Using Eclipse SUMO and Eclipse MOSAIC, we show how to automate simulation setup based on a scenario model by facilitating the generation of necessary configuration files, enabling an easy setup of co-simulation environments for producing scenario-specific test data. A Smart Pothole Detection use case demonstrate the approach. The results highlight the potential of scenario-based co-simulation for testing cloud-driven mobility applications and addressing the gap in standardized testing methodologies.
